Texas has more than 1,200 incorporated cities, ranging in size from Houston, with over 2.3 million residents, to over 400 towns with populations of fewer than 1,000. Among these, over 400 cities have electric choice. Major deregulated cities, such as Houston, Dallas, and Fort Worth, provide residents with the power to choose their electric provider.

The Power to Choose Electricity in Texas
In 2002, the Texas electricity market underwent deregulation, granting Texans the power to choose their electricity provider. This allowed Retail Electric Providers (REPs) to compete in a free market, breaking the monopoly previously held by electric utilities. As a result, there are now over 120 competing power companies in Texas.
Presently, approximately 85% of Texans reside in energy deregulated cities, including Houston and the Dallas/Fort Worth metroplex. However, it’s important to note that electricity regulation still applies in certain cities, represented by the Texas Public Power Association (TPPA).
The TPPA comprises municipally owned with 77 member cities, 4 Cooperatives, 3 Joint Action Agencies and 1 River Authority that have opted to remain outside the deregulated market. These municipal utility companies cater to 5.12 million Texans, accounting for around 15% of electricity consumers. Among them, CPS Energy in San Antonio stands as the largest municipal electric company.
